Protest the Ottawa Arms Bazaar!

The Coalition to Oppose the Arms Trade is organizing a candlelight vigil on
September 30 in Ottawa to protest an arms trade show.
This military trade show is going by the catchy name, "CANSEC 99."

The CDIA is the umbrella group for Canadian military companies. Among other
things, they lobby the federal government on behalf of their member
companies and organize military trade shows, like this one, which help arms
companies to sell their deadly products.
Many of Canada's most "successful" merchants of death will be there
rustling up business and rubbing shoulders with allies from the Department
of Foreign Affairs and International Trade.
Please spread the word far and wide that we will be gathering at the Human
Rights Monument (Lisgar and Elgin) at 7 p.m. on Thursday, Sept. 30. From
there we will walk together to the Ottawa Congress Centre, where the arms
manufacturers, politicians and government bureaucrats who promote Canada's
military exports will be schmoozing at a luxurious dinner.
Let's use this peace vigil to highlight public attention on Canada's long
history of profiteering from military exports, especially to:
(1) military governments, like the one in Indonesia, which engages in gross
and systematic violations of human rights, and
(2) governments, like the USA, which attack and invade foreign countries
with impunity.
Here's a brief list of ideas on what you might consider doing to help:
(1) join us at the vigil (with one hundred of your closest friends)
(2) send this email (or a reasonable facsimilie) to anyone you think might
be interested,
(3) announce the vigil at any meetings, protests, or other events that
you're attending,
(4) write a letter to the paper highlighting your personal choice of
scandals related to arms bazaars,
(5) call a radio station and ask them to investigate the arms bazaar,

OBJECTIVES & SCOPE: CANSEC 99 is an informative and 'interactive' two day
exhibition which will highlight Canadian national security issues; salute
the Canadian Armed Forces; and demonstrate the capabilities and skills of
Canada's Defence Industry. It follows on from the successful CANSEC 98 in
March of last year, which clearly demonstrated the value in bringing
security practitioners together with their supporting industry
counterparts. The CANSEC series of exhibitions will continue to facilitate
the process of identifying defence business opportunities for industry and
of finding industry partners for Government.
Capability Displays: This year, CANSEC will boast more industry exhibits
featuring hands-on product demonstrations and displays. Visit the
exhibition to find out what leading-edge Canadian technology exists today
and see how it functions!
Guest Speakers: Hear a number of very relevant and topical presentations by
informed public figures. All presentations will be held in the exhibition
hall throughout the course of the event.
Reception: Enjoy renewing acquaintances or establishing new ones during the
CANSEC 99 wine and cheese reception. The invitation list will include
senior DND personnel, Members of Parliament, Federal and Provincial
officials, plus a host of other important industry contacts. Of course, all
industry exhibitors will be invited to join in the reception.
Interactive Product & Service Demonstrations: At CANSEC 98 a simulated bomb
disposal scenario was staged that involved Canadian companies, the
Ottawa-Carleton Tactical Team, the RCMP, and others. This year CANSEC
participants will see many more exciting simulations and demonstrations all
designed to inform and entertain!
VIP Exhibit Tours: A scheduled itinerary of VIP tours through the exhibit
hall will be pre-arranged for CANSEC 99. Exhibitors will be notified of the
VIP list and schedule ahead of time.

CANSEC Dinner: Guest Speaker: Sir Robert Walmsley UK Chief of Defence
Procurement and Chief Executive of the UK Defence Procurement Agency

The CANSEC organizing committee has arranged to hold a special dinner on
the evening of September 30th, 1999 at the Ottawa Congress Centre. The
guest speaker is Sir Robert Walmsley, UK Chief of Defence Procurement and
Chief Executive of the UK Defence Procurement Agency.
About the Speaker: Sir Robert Walmsley first joined the Procurement
Executive in 1981, serving as Military Assistant to the then Chief of
Defence Procurement, Sir Peter Levene. He also served on the Naval Staff,
spending three years as Director of Operational Requirements for the Navy.
He was Assistant Chief of the Defence Staff for Communications and
Information Systems after becoming Rear Admiral in 1990 and returned to the
Procurement Executive as Chief Naval Engineer Officer and Director General
Submarines. Promoted Vice Admiral in 1994, he served for two years as
Controller of the Navy and later also as a Deputy Chief of Defence
Procurement, until retiring from the Royal Navy to take up the post of
Chief of Defence Procurement in May 1996.
Sir Robert Walmsley became the first Chief Executive when the Procurement
Executive was vested as the Defence Procurement Agency on 1 April 1999. The
post carries a wide range of responsibilities, focusing primarily on
