DIVORCE FUJIMORI-STYLE
PRESIDENT FUJIMORI WANTS A DIVORCE
In July, the government of Peru announced its intention to opt out
from the Inter-American Court of Human Rights.
WHAT ARE HIS MOTIVES?
The Inter-American Court has ruled that the Peruvian government must
hold a new trial before a civilian court for four Chileans found
guilty of acts of terrorism by a military court. President Fujimori
believes this is an internal matter and that the Inter-American
Court's ruling could force Peru to release from jail terrorists who
destabilized Peru in the 80s.
WILL THERE BE ANOTHER WEDDING?
Is President Fujimori's plan to divorce linked to his bid for
reelection in 2000?
Is he sending a message to Peruvians telling them he is the the only
one capable of reining in political instability?
Human rights groups believe that opting out of the Inter-American
Court will deprive Peruvians of an important human rights instrument.
The government simply does not want to have to abide by the decision
of the Inter-American Court, which could rule unfavourably on current
human rights cases.
WHAT IS CANADA'S ROLE
What can Canada do to convince Peru to honour its commitments to the
Organization of American States?
Sofia Macher and Pablo Rojas,
of the Coordinadora Nacional de Derechos Humanos del Peru
will be in Ottawa to discuss what is at stake for human rights,
following Peru's withdrawal from the jurisdiction of the
Inter-American Court.
