Dear Friend,
I have enclosed a news release regarding the environmental
assessment currently being carried out on the proposed restart of the
four reactors at the Pickering A nuclear station owned and operated
by Ontario Power Generation. I HOPE THAT YOU WILL TAKE A
SIMPLE STEP TO PROTEST THE RESTART OF THESE
REACTORS WITH NO PUBLIC REVIEW OF THE MOST
IMPORTANT ISSUES INVOLVED.
On February 1st, the Atomic Energy Control Board released the
scope for the assessment, which does NOT include a review of the
need for the restart of the station or alternative options for electricity
supply in Ontario. There is no regulatory forum for this level of
policy discussion on our
electricity future in Ontario.
The environmental assessment will also not assess the full public and
worker health, environmental or economic consequences of a severe
nuclear accident at Pickering.
In the absence of any informed public review of these matters, we
hope that you will support our position that the four Pickering A
reactors (the oldest and most dangerous nuclear power reactors in
Canada) should be kept shut down FOR GOOD.

Dear Minister Wilson,
On February 1st, the Atomic Energy Control Board released the

MEDIA RELEASE -- Tuesday February 1, 2000
PICKERING A RESTART REVIEW EVADES CRITICAL ISSUES
Durham Nuclear Awareness (DNA) is accusing the AECB of
evading the real safety, environmental and economic issues in its
review of the proposal by Ontario Power Generation (OPG) to restart
the four Pickering A reactors -- the oldest nuclear power station in
Canada. Today the AECB (Atomic Energy Control Board, the
federal nuclear regulator) released the scope for the environmental
assessment on the restart of the four 'A' reactors which were closed on
December 31, 1997 due to concerns about safety and management.
The scope, which outlines the issues to be covered in the
environmental assessment report, does not require OPG or AECB to
assess the full consequences of a severe nuclear accident at Pickering
on public and worker health, the environment and the economy. The
scope excludes review of the need to restart the four Pickering A
reactors and the alternatives for energy supply in Ontario.
DNA representative Irene Kock stated: "This narrow scope sets the
stage for a whitewash of the many problems at Pickering. As usual,
the AECB is a watchdog that refuses to bark."
"Ontario electricity ratepayers are being hung out to dry on this
billion dollar nuclear boondoggle."
OPG wants to restart the Pickering A nuclear station as soon as 2001
and operate the four reactors for a least another 15 years. The station
is almost 30 years old -- the first reactor was opened in 1971. The
station lacks a complete second emergency shutdown system that was
required for all nuclear plants built after Pickering A.
The AECB has refused to deal with cost questions, or the need for the
station, and the matter does not fall under the mandate of the Ontario
Energy Board. OPG, which continues to be publicly owned, has
admitted that the Pickering A restart will cost about $1 billion, yet
there will be no review of the need and justification of this
expenditure of ratepayers' money.
