oops! correction... :-(

The alert says that MOE will except comments IN WRITING ONLY.

Not sure if the Ministry is the only authority
that can be brought to bear on this... [see PS]

[who wonders if the Tay is navigable or fishable
which would put it under federal jurisdiction.
also the whole issue of water taken out and not 
returned... is this a water export issue???]
