>     is a most unfortunate decision by Minister Axworthy. We want to
>     express our profound dismay, anger and outrage. The government of
>     Canada has missed the opportunity to be a positive influence in Sudan.
>     It has instead decided to be a passive witness to the slaughter of
>     innocent men, women and children. We urge the Canadian government to:

>     1. Apply sanctions on Talisman Energy Inc. as stated in the policy
