March, it is OFFICIALLY FROM MAY 9th to 12th 2002. Please find the

ANTI-WAR CONFERENCE
MONTREAL, QUEBEC
MAY 9-12, 2002
VISION STATEMENT/ ORGANIZATIONAL MATTERS
Dear Friends,
The US led war against "terrorism" and the people of Afghanistan has
entered its latest stage and shows no sign of abating. Flushed with
the successes of a massive high altitude bombing campaign, the US is
now setting the stage for an expanded "anti-terrorism war", promising
more death and destruction and a further consolidation of US hegemony
in the Third World. These policies disproportionately threaten women
internationally. The US and its allies are taking active steps to
escalate their war against the people of Iraq, Palestine, Columbia
and the Philippines, amongst other third world nations. This war is
also taking shape on the home front as civil rights rapidly erode
under draconian "anti-terror laws" and systemic attacks against
people of colour, Arabs, and Muslims are intensified. Simultaneously,
rights to criticize and dissent from policies of war, racism, and
corporate globalization are being criminalized.
At this juncture, the anti-war efforts of dissidents in North
America must be intensified. We must strive to create a consistent
and effective movement, strengthened by a political analysis of the
root causes of war and by a sustained organizing commitment. A
movement that will take on the pressing need for widespread education
and the mobilization of grass roots and established organizations to
stop the war.
In the November 2001 by-elections, Concordia students overwhelmingly
supported a motion calling for their union to take active steps in
organizing against the war. Under the direction of its members, the
Concordia Student Union is contributing to the effort against the war
by providing a forum for activists and organizations across Quebec
and Canada. From Thursday, May 9th to Sunday, May 12th, 2002, people
who oppose the war will gather, share information and come up with a
plan of action against the war in a bilingual conference at Concordia
University in MontrÈal, QuÈbec.
The conference will take place over four days at Concordia
University and will be organized around four central themes:
"Imperialism, Globalization, and the military industrial complex",
"The War at Home: Attacks on Indigenous Nations; Anti-immigration
Measures; the Loss of Civil Liberties; and the Attack against People
of Colour, Arabs, and Muslims", "Gender and Militarism" and
"Organizing Against the War". We hope to study these through the lens
of their interactions with corporate globalization and systems of
oppression.
Sunday will focus on coming up with an action plan for a broad
anti-war movement. With the conclusion of the conference it is hoped
an agreement on strategy to coordinate and compliment each other's
efforts will result, thus increasing effectiveness in opposing
racism, imperialism, and war.

ORGANIZATIONAL MATTERS
Thursday through Saturday will feature workshops and speakers.
Workshops will be organized such that time is devoted to strategizing
concrete responses to what is being discussed. These strategies will
be reported back to the organizing committee so that they might be
compiled and shared with everyone.
Caucuses will meet at least twice over the course of those 3 days.
Caucuses can be issue or identity based. They aim to plan concrete
actions around specific issues, in specific regions or with specific
kinds of tactics. They can be an opportunity to organize last-minute
workshops around issues that have not been adequately addressed or to
create new partnerships in organizing. They should organize
short-term (Sunday`s demo against the war) and long-term (future
actions together and future national actions).
There will be a caucus specifically for national and international
coordination of anti-war efforts for those interested in continuing
the work of the conference and working with other national and
international coalitions. They could, for example, propose a national
day of action. All the other caucuses will report their suggestions
relative to this to them.
On Sunday, there will be a plenary session, at which caucuses will
present their work or their mission. The national and international
coordination caucus will present a broad and common strategy for us
to discuss. We hope to end the conference with a loud and
enthusiastic demonstration Sunday afternoon.
Groups may send as many participants as they wish to the conference.
Groups and caucuses will be able to vote in the plenary session.
Individuals are encouraged to join a caucus, and attend the plenary.
Individuals are asked to make a donation between 5$ and 49$.
Delegates of groups are asked to pay a sliding scale fee.

ChËres amies et chers amis,
Compte tenu des derniers dÈveloppements, la guerre contre "le
terrorisme" et le peuple Afghan commandÈe par les Štats-Unis ne
laisse pas entrevoir de fin prochaine. Forts du succËs de leur
campagne massive de bombardements aÈriens, les Štats-Unis prÈparent
les prochaines Ètapes d'une "guerre au terrorisme" Ètendue,
promettant davantage de mort, de destruction, et une consolidation
grandissante de l'hÈgÈmonie amÈricaine au tiers-monde. Ces politiques
menacent disproportionellement les femmes au niveau international.
Les Štats-Unis et leurs alliÈs posent des gestes concrets qui ont
pour fin d'intensifier leur guerre contre les peuples d'Irak, de
Palestine, de Colombie et des Philippines, entre autres nations du
tiers-monde. Cette guerre prend aussi place ici, chez nous, alors que
nos droits civils sont minÈs par de nouvelles "lois antiterroristes"
draconiennes, et que les attaques systÈmiques contre les gens de
couleur, Arabes et MusulmanEs se multiplient. Du mÍme fait, le droit
ý la critique et ý la divergence d'opinion en ce qui a trait aux
politiques de guerre, au racisme et ý la mondialisation nÈo-libÈrale
s'en trouve criminalisÈ.
Dans les circonstances actuelles, les opposantEs ý la guerre doivent
redoubler d'effort en AmÈrique du Nord. Nous devons tenter ý tout
prix de crÈer un mouvement efficace et cohÈrent, soutenu d'une
analyse politique des causes premiËres de la guerre et d'un
engagement ferme de mobilisation ; Un mouvement qui entreprenne
d'informer le public et de mobiliser les groupes populaires dont les
organisations plus Ètablies en vue de mettre fin ý cette guerre.
Lors d'Èlections en novembre 2001, les ÈtudiantEs de Concordia ont
supportÈ en masse une proposition voulant que leur syndicat prenne de
rÈelles dispositions pour s'organiser contre la guerre. Sous la
direction de ses membres, le syndicat Ètudiant de Concordia contribue
ý l'effort anti-guerre en offrant un forum aux activistes et aux
organisations du QuÈbec et du Canada. ¿ l'occasion d'une confÈrence
qui aura lieu le jeudi l 9 mai jusqu'au dimanche 12 mai 2002 ý
l'UniversitÈ Concordia de MontrÈal, QuÈbec, les opposantEs ý la
guerre se rÈuniront ý en vue d'Èchanger de l'information et
d'Èlaborer un plan d'action.
Cette confÈrence prÈsentera aux organisations qui s'opposent ý la
guerre (tels les syndicats, associations Ètudiantes, groupes
d'affinitÈs, groupes communautaires, organisations politiques, ONG
etc.) une occasion importante de planifier et de coordonner une sÈrie
d'ÈvËnements contre la guerre. La confÈrence se dÈroulera sur quatre
jours et sera organisÈe autour de quatre thËmes principaux :
"ImpÈrialisme, mondialisation, et le complexe militaro-industriel," "
La guerre chez nous: Nations Autochtones sous assaut, les mesures
anti-immigration, la perte de nos droits et libertÈs, et l'attaque
contre les gens de couleur, Arabes et MusulmanEs," " Femmes et
militarisme" et finalement, "Se mobiliser contre la guerre."
Nous espÈrons nous pencher sur ces questions du point de vue de leur
interaction avec la mondialisation capitaliste et tous systËmes
d'oppression.
Dimanche sera consacrÈ au dÈveloppement díun plan d'action pour un
mouvement anti-guerre Èlargi. Il est espÈrÈ qu'il rÈsultera de la
conclusion de cette confÈrence, une entente de stratÈgie collective
pour coordonner et complÈmenter nos efforts respectifs, augmentant
ainsi l'efficacitÈ de la lutte au racisme, ý l'impÈrialisme et ý la
guerre.
Questions d'organisation.
Les jours du Jeudi au samedi seront rÈservÈs aux ateliers et aux
confÈrenciËres et confÈrenciers. Les ateliers seront conÁus de faÁon
ý allouer une partie importante du temps ý la formulation de rÈponses
concrËtes au sujet discutÈ. Ces stratÈgies seront rapportÈes au
comitÈ d'organisation ý fin qu'on les compile puis qu'on les partage
avec toutes et tous.
Durant la confÈrence, les participantEs sont encouragÈs de se
regrouper en comitÈs. Les comitÈs pourront se rÈunir ý deux reprises
au cours des trois jours. La constitution d'un comitÈ peut Ítre
dÈterminÈe par un problËme spÈcifique, ou sur la base de l'identitÈ.
Ils auront pour but de planifier des actions concrËtes selon le
problËme en question, une rÈgion spÈcifique, ou la tactique
prÈconisÈe. Il sera possible d'organiser des ateliers de derniËre
minute sur des sujets qui auraient ÈtÈ nÈgligÈs, ou de crÈer de
nouvelles associations. Les comitÈs devraient planifier, ý court et
ý long terme, des initiatives conjointes et des actions futures ý
l'Èchelle nationale.
Il y aura un comitÈ formÈ exclusivement pour la coordination
nationale et internationale de l'effort anti-guerre, et pour les
intÈressÈEs qui voudront continuer le travail de la confÈrence en
collaborant avec d'autres coalitions nationales et internationales.
Elles et Ils pourraient, par exemple, proposer une journÈe d'action
nationale. Tous les autres comitÈs leur rapporteront leurs
suggestions relatives ý cette question.
Le dimanche, une sÈance plÈniËre aura lieu durant laquelle les
diffÈrents comitÈs prÈsenteront leur travail ou leur mission. Le
comitÈ de coordination nationale et internationale proposera alors un
conseil et une stratÈgie concertÈe ý dÈbattre.
Nous espÈrons conclure la confÈrence dimanche aprËs-midi avec une
manifestation retentissante et enthousiaste.
Les groupes peuvent envoyer ý la confÈrence autant de participantEs
qu'ils le souhaitent. On encourage fortement les individus ý assister
ý la sÈance plÈniËre ; les groupes et les comitÈs auront droit de
vote.
On demande aux dÈlÈguÈEs des groupes de payer une cotisation en
fonction d'une Èchelle mobile. On demande aux individus une
contribution de 5$ ý 49$.

auprËs de diffÈrents groupes et organisations ý fin d'augmenter notre
