Subject: Discharge of fire arms by-law

The City of Ottawa is harmonizing various by-laws that were in effect
under previous townships and is currently working on the Discharge of
Firearms bylaw. The new draft bylaw is being discussed at public
consultation meetings around the new city.

The draft bylaw prohibits discharge of firearms on or within a 500 meter
buffer around urban centres and registered plans of subdivision, within
500 meters of school properties, places of worship and public halls. The
bylaw that the former Goulbourn Township had in place for 13 years (and
that worked very well for us), included a 500 meter buffer around individual
rural homes - that has been dropped in the proposed draft by-law - there
is now NO buffer around individual rural homes. If I hadn't ordered a copy,
I wouldn't have known this. I am very concerned that the majority of
residents aren't aware.

The previous 4 public consultation meetings held in in Kinburn, Orleans,
Metcalfe and North Gower were attended in large numbers by well organized
hunting groups who are putting pressure on the city to lower the 500 meter
buffer as it is being proposed in the new by-law.

There have been hardly any out to the meetings to 1) - support the 500 meter
buffer as it is written in the by-law and 2) - to demand that the 500 meter
buffer around rural residences be included. If the city doesn't hear from
concerned residents, then the buffer may be reduced or even eliminated around
some urban centres etc.

The last of the public consultation meetings is being held this Monday,
May 17 at the former Goulbourn Township Hall on Huntley Road at 7:00pm.
