PROTEST AGAINST THE IMPROPER USE OF CHILD RESTRAINTS

The Coalition Against Improper Use of Child Restraints
is going to have a demonstration on Friday,May l7,
2002 at l0 Rideau Street Ottawa (corner of Colonel By
Drive) from l0:30 to 2 p.m.
The protest is against the improper use of physical
restraints against youth in residential, treatment and
Restraints are dangerous and place the child at
serious risk of injury or even death. In 1999, a 13
year boy from Peterbourough, Ontario, William Edgar
died while being restrainted in a group home. A
Coroner's inquest ruled the restraint a homicide and
made 60 recommendations to improve the situation of
restraints on youth.
Yet again in 2001, another child, a 13 year old girl

directives coming from the Ministry and Community and
Social Services group homes, treatment and
correctional facilities are still using restraints
The coalition wants to make sure that the public is
aware that youth in care and correctional facilities
are not being adequately protected by authorities.
We are saying to the Ministry of Community and Social
Services that we want the laws and policies currently
in place to protect youth in care and corrections from
improper restraints ie laws against assault and
excessive use of force enforced immediately.
