Go to Principle #3, A Green and Environmentally Sensitive City then 
Section 7., Environmental Regulation:

"A pesticide use bylaw to control the non-essential use of pesticides 
in urban areas"

Say YES to it!

Section 7. Environmental Regulation Adopt bylaws that will protect 
the environment such as:

*  A tree-cutting bylaw that regulates the cutting of trees on private and
public property.
*  A pesticide use bylaw to control the non-essential use of pesticides in
urban areas.
*  A litter control bylaw.
