     "This [Romanow] report shows that Canadians, even after
     decades of propaganda, basically reject the neoliberal
     philosophy (that the 'invisible hand of the market' is
     allwise). So do citizens of the IMF-ravaged poorer countries.
     Governments arose for a reason: to ameliorate the vicissitudes
     of the market place. What the IMF took away (in the 1995
     budget) the Government of Canada must now repair. That's what
     this Report implies to me."  dc
