Rather than specify a signature key it would be more effective in
many situations to specify a residue from a one way function inside
the certificate and use the value mapping to the residue to
represent the event.
This is similar to a suggestion by Silvio Micali.
I think that there is scope for a wide range of "invalidation"
and "trigger" type events, just as there is scope for a wide range of
authorisation type configurations.
