I no longer have the Fortezza specs in front of me.  That field, outside
the X.509 certificate definition, might actually use ASN.1 inside what
is described as an unstructured byte string.  I don't remember.  I used
it as a fixed binary block with the field of interest in a known place
-- ye olde picture method of description.
