I've checked with other ex-Stratus folks.

The language I was referring to earlier was

PDDL: Portable Data Description Language

by Larry Johnson [originally of Multics then one of the early Stratus

It let you define data structures in a C-like format and it produced
C, PASCAL, PL/I and a few other formats [including assembler].
