Only the developer in me is interested in the encoding differences between 
ASN.1 users and the rest of us.  Mostly I'm interested in the semantic 
differences between SPKI and others -- namely, our definition of Principal 
and of certificate as the empowering of one key by another, with rejection 
of the notion of global name.
