I suggest we consider the unique ID to be a parameter to the tag, not a 
prefix.  That is, the example above would be

(tag (spend (tag-id 89325567130078) (account 3456) (amount (* range numeric 
0 1000))))

I still don't see a reason for the unique ID, but then it's always possible 
one will show up.
