There are contracts which require signatures by two parties.  Those multiple 
signatures don't have to be on any particular certificate.

It may be that what we've learned from centuries of law is that any signed 
legal document probably needs to be signed by all parties to the document.  
Each would have an appropriate certificate loop backing up the signature.
