I was not indending to open debate on a key management protocol
at this point, only suggest that a different WG to develop a key managent
protocol might be appropriate.
There are a variety of ways to achieve many of the features you
stated as goals and which are available in the example you provided.
Some do not require use of DH. There has been considerable work in this
area by a number of folks for some time. Not just abstract discussions
of what algorithms to use and what propereties they might have, but
detailed work with specific formats, consideration of interactions with
the security protocols being served, etc. Work is underway now in the
IEEE 802.10 committee, for example.
Anyway, this is just an indication of the scope of work that
should be addressed under the key management protocol topic and why
establishing a second WG may be in order.
