In my view, unless we have a protocol complete with fully specified
key management, we don't have a usable result. The IPSEC WG should
not invent anything it doesn't need to, but I would not be satisfied
if it produces a specification for how to authenticate and/or encrypt
packets and doesn't provide a usable means for setting up the keys.
The result may be two different documents, as was done with the PEM
specs.
If the key management aspects are too complicated to do within the
scope of this working group, then perhaps it's not yet time to
initiate this work. However, if it's simply a matter of coordinating
what's needed with other WGs, that's somethingt that can be done
reasoanbly within the scope of this WG.
