The IEEE 802.10 Key Management allows three key management techniques to be
used: certificate-based (which uses public key crypto), key distribution
center (like Kerberos), and manual. In the cases of manual key distrinution,
the protocol simply selects a key from a manually distributed cache.
I recommend that the IETF work adopt a similar approach so that users who are
willing to pay liscense fees to use the public key algorithms can do so and the
users wo are unwilling to pa liscense fees are not left without a solution.
