I think reserved ranges may make some sense, but I'm not sure that
they are needed for the proposed purpose -- after all, it only takes
one packet to request a SAID assignment from the counterparty, and
only one to get one back -- pre-assigning meanings doesn't seem that
worth while given this. Can you envision a set of conditions that
might make exchange of such information impractical?
