No, it doesn't. If the machine owner wants to use the DEC scheme,
and the protocol supports it (e.g. like IEEE 802.10b), this
doesn't mean we all have to have a socket on our machines to
plug in the DEC chip.

In any case, I think this one's been beaten to death by now.
