Let's say that the AIAG will be the CA for this.  The main OEMs (there are
17 of us, only the 3 main US ones need to do it, the others will run in
then) could certify the AIAG to do it.  Of course, the AIAG would be
certifying each of our keys.  But the multiple to one back to multiple trust
model should work.
