First off, it's ugly because it always pads blocks that are aligned,
resulting in excess wasted bandwidth.

Second, remember that we *also* have a payload type octet at the very end
of the data.

Third, IT'S A GRATUITOUS CHANGE, and we *are* trying to get a Last Call
going here.
