Brian,

A few comments on your posting.

First,

There are many folks in AF doing work with IP based
security products.  AF IWC in Texas primary mission
is to do active pentration testing and intruder
monitoring and response.  

Overall AF policy for the use of IPSEC or any global
architectural issues are developed in AF/SC, at the
directorate level with guidance from AFCA (the
Air Force Communications Agency), the Major Commands,
(MAJOMs), etc.  This is not a function, or mission,
centered at AF IWC.   Your post is misleading to readers
not familiar with AF.

Based on my (extensive) knowledge of unclassified networking
in AF (i built the first network control center, NCC, for 
AF in 1993) it would be prudent on your part not to state
you are working on behalf of USAF or have a full understanding
of USAF requirements in IETF WGs or publically, unless
CSC (your employer) is directly under contract to represent
itself as a spokesperson (organization) for AF.

I will be happy to refer you to the appropriate AF personnel
that can channel your excellent questions to folks in AF
that can help.  However, it is prudent for you not to discuss
AF requirements directly in IETF.
