Client should have at least two ip addresses for Mobile IP under IPSEC.
One is a fixed address and is used inside the client's tunnel. The other
may vary with location and would be used to establish the client's
tunnel.

You still need something like the NAS for a remote machine to hook up
with the current instance of the client's tunnel.
