Summary of changes in the draft-ietf-ipsec-ike-ext-meth-03.txt

* Added text to ISAKMP Major and Minor version number section to
  explain that both ends use their own version numbers which might
  differ from each other.

* Added paragrap in the Phase 1 Transform ID saying, that the
  responder cannot modify the SA payload, thus it must select one ID.

* Added comment in the Payload Types section saying, that vendor ID
  payloads are not authenticated.

* Added same comment about vendor ID payloads not being authenticated
  in the Vendor ID Payload section. 

* Lots of spelling corrections etc.

So it doesn't really contain any big changes, only small fixes.
