That document is not supposed to have any ID numbers of any sort in it; it
just describes the use of RIPEMD-160 in ESP and AH -- neither of which has
any notion of ID number.

As for IKE, I've repeatedly asked IANA to assign a number but the request
seems to be falling between the cracks. At some point they "verbally" told me
it would be "4" in the hash algorithms table, but it still hasn't appeared.

Now you have me at a loss; why would you need an ID to tell you how to use
rmd160 in Phase 1?
