new 2401bis versions ...

Folks,

A revised 2401bis was transmitted to the Secretariat on Christmas 
eve, but has not yet shown up as an I-D.

Over the holidays, Karen and I have been busy making additional 
revisions.  So, we will submit a newer version tomorrow, and ask Paul 
to post it to the archives for faster distribution.  please don't 
bother reading the per-Xmas version when it is posted.
