INTRODUCTION

The primary objective of the International Symposium is to bring
together scientists, development specialists, engineers and managers
for the exchange of experiences theories related to International
River development and management. The symposium also aims to focus the
attention of international agencies, governments and non-government
organizations (NGOs) on the necessity for effective cooperation in the
resource management of international river basins, if sustainability
is to be achieved.

Attendance is expected to exceed 200, including keynote speakers
bringing international experience to discussions of specific main
topics listed below. Intending participants in the symposium are
invited to submit papers or posters, in abstract, to the Conference
Secretariat by February 28, 1999.


TOPICS

Within the overall theme of the Symposium, main topics for discuss
will include:

1. Global trends in the development, utilization and sustainability of
international river basins;

2. Models, theories and methods in the management of international
waters resources;

3. Principles, rules and the roles of international organizations in
the cooperative development and coordinated management of
international rivers;

4. Assessment of the economic and ecological values of international
rivers, and management of international water environments;

5. Case studies in the integrated development, planning, and
management of international rivers;

6. How to achieve coordination and the resolution of problems
affecting regional cooperation (for the sustainability of
international rivers);

7. International laws and their application for coordinated river
management;

8. The impact of upland environments on the development and management
of international rivers.

SUBMISSION OF PAPERS AND POSTERS

Papers and posters within the scope of the symposium are
invited. Authors should submit an extended abstract of up to 500 words
(1 page of size A4) to the symposium secretariat before February 28,
1999. Contributions to the symposium should focus on one or more of
the topics mentioned.  All abstracts papers and posters should be
typewritten in English as word documents. Papers will be selected on
the basis of abstracts, or by special invitation. The authors whose
abstracts have been accepted by the symposium will be asked to send
their papers up to 6,000 words in length to the Symposium Secretariat
not later than 1 May, 1999.

Language

The working language at the Symposium will be English.  Oral and
poster papers should be presented in English.

Preliminary Program

On Friday, June 25, 1999: Registration (8:00 a.m.~12:00 p.m.)
On Saturday, June 26 and in the morning of 27 June 1999: General Section
In the afternoon of  June 27, 1999: Visit the exhibition of "World Agro
Expo'99"
On Sunday, June 28, 1999: Filed Trip (visiting the Stoneforest)
On Monday, June 29 and in the morning of June 30, 1999: Concurrent Sections 

Registration Fee
 
Everyone who attends the symposium must register. Rigistration fee
includes the cost of materials of the symposium, reception, visiting
the exhibition of "World Agro Expo'99", and lunch, but not including
any field trip cost.

Symposium Proceedings
 
All abstracts submitted by February 28, 1999, will be available to
participate at the symposium. It is anticipated that all the abstrcts
will be published before the symposium. It is possible to publish the
treatises of the symposium, following review by an international
committee.

Deadlines

Kunming is well-known as China's "Spring City". During the period of
the Symposium, the Festival called "World Agro Expro' 99 Kunming" will
be held and more than 60 countries /regions will join it. The
Symposium Committee will arrange for participants to visit the
exhibition of flowers and minority cultures. In addition,
consideration is being given to two types of field trips:

1, Before the symposium 
A: Beijing - Xian - Chengdu -Kunming, or 
B: Beijing - Wuhan - Chongqing - Kunming;
2, After the symposium
A: Kunming - Xishuang banna - Kunming; or
B: Kunming -Dali - Dehong -Kunming; or
C: Kunming - Chongqing - Wuhan -  Beijing; or 
D: Kunming -Chengdu - Xian - Urmnqi - Beijing.

If a sufflicent number of people indicate their interest in the
symposium field trips, by returning their provisional registration
forms, a variety of such tours can be made available.
