PESHAWAR, July 27: A disagreement between Pakistan and the World Bank over
the construction of a water reservoir in Hangol National Park, Balochistan,
has jeopardised the $10million wildlife conservation project.

Well-placed sources toldDawn here on Friday that the WB had approved a grant
for a scientific management plan for three wildlife national parks. The
parks include the Hangol National Park (Balochistan), Machiara National Park
(Azad Jammu and Kashmir) and Chitral Gol National Park, NWFP.

The prime objectives of the five-year project are to conserve biodiversity
in selected protected areas through community participation, appointment of
staff and organization of community, development of wildlife park
infrastructure, building capacity of park staff, replenishment of habitats
and endangered species.

The sources said that according to the agreement, the project entities,
NWFP, Balochistan and Azad Jammu & Kashmir governments would have to fulfil
all the conditionalities of the donor agency and would not carry out any
development work in the selected areas which might pose a threat to the
biodiversity of the national parks.

The sources said that differences surfaced when the Economic Affairs
Division (EAD) asked the donor agency to issue a no- objection certificate
for the construction of Hangol dam, Balochistan. According to the agreement,
the Balochistan government could not build any reservoir in the target area.
As a result of the controversy, the fate of the project hangs in the balance
and the WB has outrightly turned down the EAD request.

The sources said that EAD had demanded the NOC from the WB for the
construction of Hangol dam when the federal government decided to build
reservoirs in the country to cope with any water crisis in future. An
official source said that work on the project was to be initiated in July
2001 and the project entity had appointed staff and signed an agreement with
 technical consultants. In case the WB did not issue an NOC for the
construction of the reservoir the grant might lapse, the official added. He
said that Hangol reservoir would definitely affect biodiversity of the park.

The EAD demand for an NOC for the construction of the reservoir, over which
the World Bank had voiced concern, was quite illogical, he added.
