We're talking about a standards track here. If the source DOCUMENTS
define the specs well enough, non US located people(s) should be able
to write conformant code. In that case, export is a non-issue since
no code is exported.

An added advantage is that because this will be a fully independant
implementation, its met the old-time "two implementations interop == standard"
rule...

Sure, if there is some outer layer and IT needs to be done as common source
and it needs hooks to call authentication, it gets messy!
