I've sort of been hoping we could reserve SAID 0 -- reserving the
number zero like this has proven useful in the past. I'd suggest that
the allocator of the multicast address can make some decision on what
the SAID should be and just stick with it, but if people insist on
having a fixed one, it ought not (IMHO) be zero.
