   Well, we could certainly add compression as an optional ESP transform,
   but it does seem to me that the widespread use of compression at the
   application layer may render this moot in the majority of cases. 

There's no application-layer compression to speak of in:

	http
	pop
	smtp
	telnet

All of these mostly transport text, which is eminently compressible.

   Compressing at the application layer does have the significant
   advantage of saving bandwidth all along the network path, not just
   in the part that's encrypted with ESP (assuming tunnel mode
   operation, which I expect to be IPSP's primary use in the near
   term).

If the primary use of tunnel mode is for "road warriors" stringing up
a tunnel to the home office, the "last hop" from the other tunnel
endpoint to the application server will probably be over a LAN, which
has effectively infinite bandwidth compared with 28.8k or even ISDN..
