I have three ISAKMP questions where I can't find clear answers in the
ISAKMP draft.

1. I see no requirement to set the 6 unused bits of the Flags field of
the Message Header to a specific value. I therefore assume they can be
set to either 0 or 1.

2. Situation is said to be variable length. That presumably means it can
be defined to be of zero length, i.e., not be present, if therre is only
one situation defined in the DOI.

3. The length of the SPI field during Phase 1 negotiation is unclear
when the 0 value is used. Can it be 32 bits; or since cookies can also
be included in the field, for consistency must it be 64. I am assuming
the latter.

My context is that of a DOI other than the [IPDOI]. However it is
possible that an [IPDOI] implementation may someday receive the first
message of my DOI's SA Establishment exchange. I am assuming that
because I use a different DOI value in the SA Payload an [IPDOI]
implementation will behave as in Section 5.4 receiving entity #1, though
I should also note that in my Message Header the Exchange Type will have
a value corresponding to DOI Specific Use.
