Issue tracker update


Issues 47, 48, 49, and 57 (all related to RFC2401bis) on the issue tracker 
have been marked as accepted. The titles of these issues are:

 Proposed change: all selectors can be a list of ranges, per IKEv2 spec
 Proposed change: add ToS traffic selector option
 Proposed change: red-side fragmentation option
 ECN support

Note that in the case of 48, "accept" means use of multiple SAs with the same
selector.
