Strengthening Civil Society
at the Grassroots
The Philippine Development Assistance Program’s (PDAP)Forum 2000 will demonstrate the importance of mobilizing the views of civil society – those at the grassroots level – and their influence on policy development. With cases from the Philippines and Canada, the forum will showcase experiences of communities organizing to make inroads with local government on policies that affect their lives and national efforts to hold government accountable for promises made and expectations raised.
